Hirume is pretty much the only shrine maiden in the Ark, placed there by Mustang after she got rescued by the ACPU. Why'd she need rescuing? Because she used to be a normal Nikke before being kidnapped by traffickers! They modified her DNA with that of a fox for uh, you know. Those reasons. And gave her a ton of tails for special clientele who are into that sorta thing. She never actually got raped back then so she's still untouched goods, but it's left her with a real bad taste in her mouth for anybody looking at her like they would. She might be proud to be a kitsune now, but that doesn't mean she likes having her tails pet or her ears ogled. In fact, she hates it. She's also under the protection of the yakuza or something.
